Apparently, its easier for them to just chuck it over the fence into someone elses backyard.

By rooted, we mean it spreads like wildfire, except underground.
But, hey, once they do come out, its game over.
If a complaint to them doesnt work, lawsuits might, especially if theres video proof.
Butthere are other methods.
Talking to the neighbors is always an option.
And if that doesnt work, get the police involved.
Having security camera footage on hand is definitely helpful in proving your case.
but see to it theres a sign up notifying that they are on camera.
Itll double as a security measure to deter crime if the trash problem is resolved this way.
